The alleged 15 billion Naira was meant for compromising the result of the elections which the party’s presidential candidate Muhammadu Buhari of the All Progressives Congress won against Dr. Goodluck Jonathan.
14 directors of 4 oil firms suspected to be involve in the 23.29 billion Naira bribery scandal have been identified by the anti-graft agency. They are former Minister of State, Foreign Affairs, Dr Nurudeen Muhammad (N 500,000,000) and ex-Minister of Foreign Affairs in the last dispensation, Ambassador Aminu Bashir Wali (N 950,000,000).
The EFCC had also traced over 15 billion Naira of the bribe cash to the following
- Seven North,West states: 5,097,064,000 Billion Naira
- REC and five others: 681million Naira
- Cross River PDP chairman: 500 Million Naira
- INEC officials in Oyo and Ogun: 359 Million Naira
- 2 politicians from South East: 700 Milion Naira.
- Fidelity Bank also profited 49.7 Million Naira from the deal
The EFFC started that some of the beneficiaries have started refunding the cash. The EFFC also started that they have all the list of all beneficiaries from Fidelity Bank.
The $115 million bribery scam was allegedly facilitated by the immediate past Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke.

The oil barons are believed to have contributed $88.35 million of the $115 million remitted to Fidelity Bank.
Investigation has revealed that the EFCC obtained the list of 14 directors of the firms from the Corporate Affairs Commission.

- Ex-Minister of Foreign Affairs in the last dispensation
- Ambassador Aminu Bashir Wali: 950,000,000 Million Naira
- Retired INEC staff, Sani Isa: 406,206,000 Million Naira
- Leno Adesanya: 1.85 Million Dollars
- Sen. Chris Anyanwu and Mike Ahamba: 700 Milion Naira.
