Scoota had been at Morgan State University some minutes before the shooting where he hosted a charity basketball event called "Touch the People: Pray for Peace In These Streets."
He was driving in his car when an unknown black male wearing a white bandana stepped into the street and opened fire, he later died in the hospital.
Baltimore police spokesman T.J. Smith said no suspects have been identified and it will need the assistance of the public to find Lor Scoota's shooters.
Rappers The Game and Meek Mill took to their Instagram accounts to pay tribute to the rapper.
